Brief History of Afghanistan and Women\u2019s Right to Education<\/strong><\/p>\n<p>From 1919 to 1929, Afghanistan was under King Amanullah\u2019s rule, directly after gaining independence from Britain.<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> Under his rule, women were encouraged to seek education, going directly against Afghanistan\u2019s historically male-oriented society.<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a> Because of this initiative, he was overthrown, and Nadir Shah stepped into power.<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> Under Shah\u2019s more cautious rule, as well as Mohammed Zahir directly after Shah, the educational opportunities for women continued to expand.<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> For example, by the 1970s, over sixty percent of Kabul University\u2019s student body was women.<\/p>\n<p><a href=\"#_ftn5\" name=\"_ftnref5\"><\/a>But this would not last long. When the Soviet Union occupied Afghanistan from 1979 to 1989, war broke out to reverse women\u2019s opportunities and return to the traditional male-dominated culture.<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a> As a result, schools were destroyed, and millions of people fled the country.<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a> Those remaining struggled to find adequate schools to attend, as there was now a lack of teachers and materials, and many now lived in poverty.<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a> Following the Soviet Union, religious groups overtook Afghanistan, with the Taliban being the most well-known and influential.<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a><\/p>\n<p>The Soviet Union was originally defeated by the <em>mujahedeen<\/em>, a group of Islamic fighters, with the assistance of the United States.<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a> The Taliban (name meaning \u201cstudents\u201d), was made up many members of the mujahadeen, and they promised to prioritize Islamic values in Afghanistan.<a href=\"#_ftn11\" name=\"_ftnref11\">[11]<\/a> Ruling from 1996 to 2001, they built an infamous reputation for abusing girls\u2019 and women\u2019s human rights.<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a> In 2001, the United States ended the Taliban\u2019s rule.<a href=\"#_ftn13\" name=\"_ftnref13\">[13]<\/a> Women were able to receive higher education and work.<a href=\"#_ftn14\" name=\"_ftnref14\">[14]<\/a> However, when US troops returned home in 2021, the Taliban rose to power once again, and have returned Afghanistan to a male-oriented country, restricting education and work to men.<a href=\"#_ftn15\" name=\"_ftnref15\">[15]<\/a><\/p>\n<p><strong>II. Taliban Control and Its Influence on Women\u2019s Education<\/strong><\/p>\n<p>Under Taliban rule, Afghan girls are prohibited from attending school past the sixth grade.<a href=\"#_ftn16\" name=\"_ftnref16\">[16]<\/a> Afghanistan is the only country in the world where girls are not allowed to attend school beyond the primary level.<a href=\"#_ftn17\" name=\"_ftnref17\">[17]<\/a> This is more \u201cgenerous\u201d from the Taliban\u2019s previous restrictions, as girls were unable to attend school past the age of eight.<a href=\"#_ftn18\" name=\"_ftnref18\">[18]<\/a> In total, only three percent of the country\u2019s girls have received some form of education.<a href=\"#_ftn19\" name=\"_ftnref19\">[19]<\/a> Before the Taliban\u2019s control, women were represented in high-level positions: 9 women held minster positions, 63 women were in parliament, 280 women were judges, and thousands of women were business owners.<a href=\"#_ftn20\" name=\"_ftnref20\">[20]<\/a> But now, women are not even allowed to study the law or economics.<a href=\"#_ftn21\" name=\"_ftnref21\">[21]<\/a> Further, teachers are now forced to take religious tests, as a way to limit the number of teachers available for girls.<a href=\"#_ftn22\" name=\"_ftnref22\">[22]<\/a> As girls become older, they can only be taught by women.<a href=\"#_ftn23\" name=\"_ftnref23\">[23]<\/a> Administered by the Ministry of Education and the Ministry for the Propagation of Virtue and Prevention of Vice, these tests are held to separate the experienced teachers and exchange them for those educated in <em>madrassas<\/em>, or religion.<a href=\"#_ftn24\" name=\"_ftnref24\">[24]<\/a> This allows the Taliban to engrain the male-dominant culture into children at a young age.<a href=\"#_ftn25\" name=\"_ftnref25\">[25]<\/a><\/p>\n<p>One key difference between the Taliban\u2019s control in the early 2000s and the present is the access to technology and the internet.<a href=\"#_ftn26\" name=\"_ftnref26\">[26]<\/a> Whereas girls in the early 2000s were isolated from the outside world, now, girls can stay \u201cconnected\u201d and attend virtual classes, if their families have the resources to provide internet and the necessary technology.<a href=\"#_ftn27\" name=\"_ftnref27\">[27]<\/a> However, the reality is that most families cannot afford to offer the opportunity of online courses.<a href=\"#_ftn28\" name=\"_ftnref28\">[28]<\/a><\/p>\n<p><strong>III. Article<\/strong> <strong>Laws the Taliban Violates<\/strong><\/p>\n<p>Everyone is entitled to education.<a href=\"#_ftn29\" name=\"_ftnref29\">[29]<\/a> Further, secondary education should be accessible to everyone as well.<a href=\"#_ftn30\" name=\"_ftnref30\">[30]<\/a> Article 26 of the Universal Declaration of Human Rights states Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.\u201d<a href=\"#_ftn31\" name=\"_ftnref31\">[31]<\/a> The Taliban directly violates these laws. 2.5 million girls and women are unable to receive education because the Taliban has denied them access.<a href=\"#_ftn32\" name=\"_ftnref32\">[32]<\/a> Further, as girls become older, they are unable to be taught by a man, yet less than twenty percent of the country\u2019s teachers are women.<a href=\"#_ftn33\" name=\"_ftnref33\">[33]<\/a> Co-education has been banned as well, so girls cannot join classes with their male peers.<a href=\"#_ftn34\" name=\"_ftnref34\">[34]<\/a><\/p>\n<p>Afghanistan also signed the Convention on the Elimination of All Form of Discrimination Against Women (\u201cCEDAW\u201d) in 1980.<a href=\"#_ftn35\" name=\"_ftnref35\">[35]<\/a> Article 11(1)(a) of CEDAW states that \u201cthe right to work is an \u2018inalienable right of all human beings.\u2019 Article 11(1)(c) guarantees women the right to a free choice of profession and employment.\u201d<a href=\"#_ftn36\" name=\"_ftnref36\">[36]<\/a> While these specific laws focus on employment, the lack of education girls receive limits the jobs available for them as they get older. Women are also prohibited from working outside the home.<a href=\"#_ftn37\" name=\"_ftnref37\">[37]<\/a> Restricting women\u2019s jobs is a clear violation of CEDAW Article 11(1)(c), as women are not able to freely choose their professions, especially if they are not able to receive a proper education.<\/p>\n<p><strong>IV. Consequences of a Lack of Education<\/strong><\/p>\n<p>Prohibiting girls from attending school at such a young age leads to many psychological consequences.<a href=\"#_ftn38\" name=\"_ftnref38\">[38]<\/a> With no future of higher education, many girls become depressed and suicidal.<a href=\"#_ftn39\" name=\"_ftnref39\">[39]<\/a> In addition, many girls turn to drugs, as it provides an escape from reality.<a href=\"#_ftn40\" name=\"_ftnref40\">[40]<\/a> For example, one student says that she \u201clike[s] being in [her] imaginary world [she has] created for [her]self. There, [she is] safe, and [she] can do whatever [she] want[s]\u2026 in that world, [she is] going to graduate next year and become a pilot.\u2019\u201d<a href=\"#_ftn41\" name=\"_ftnref41\">[41]<\/a> There is also a lack of resources for girls facing these psychological problems. In Afghanistan, women may only receive health care from another woman.<\/p>\n<p><a href=\"#_ftn42\" name=\"_ftnref42\"><\/a><a href=\"#_ftn43\" name=\"_ftnref43\"><\/a><a href=\"#_ftn44\" name=\"_ftnref44\"><\/a>There has also been a rise in the number of forced marriages since the Taliban rose back into power in 2021.<a href=\"#_ftn45\" name=\"_ftnref45\">[45]<\/a> Young girls are forced into arranged marriages to pay off family debts, and to attempt to avoid lifelong poverty.<a href=\"#_ftn46\" name=\"_ftnref46\">[46]<\/a> Before resorting to marriage, families will move across the country, and even work in other countries and send money home, to afford to send their daughters\/sisters to school.<a href=\"#_ftn47\" name=\"_ftnref47\">[47]<\/a> Even still, there are an overwhelming number of obstacles, such as distance to the nearest school.<a href=\"#_ftn48\" name=\"_ftnref48\">[48]<\/a> One girl said that \u201cby the time [she] walked to school, the school day would end.\u2019\u201d<a href=\"#_ftn49\" name=\"_ftnref49\">[49]<\/a> Without a future of high education and the possibility of a high paying profession, parents no longer see any escape of struggle except to arrange for their daughters to marry into a wealthier family.<a href=\"#_ftn50\" name=\"_ftnref50\">[50]<\/a> Over a third of Afghanistan\u2019s girls are married before their eighteenth birthday.<a href=\"#_ftn51\" name=\"_ftnref51\">[51]<\/a> Once married, most girls no longer have any chance at education, as their husbands \u201ccompel\u201d them to drop out if currently enrolled.<a href=\"#_ftn52\" name=\"_ftnref52\">[52]<\/a><\/p>\n<p><strong>V. Conclusion<\/strong><\/p>\n<p>Because of the Taliban\u2019s strict rule, Afghanistan is one of the world\u2019s most dangerous countries to be a woman.<a href=\"#_ftn53\" name=\"_ftnref53\">[53]<\/a> Further, any statistics are difficult to attain and may not even be accurate.<a href=\"#_ftn54\" name=\"_ftnref54\">[54]<\/a> For example, the Afghan government considers a child as attending school until they have been absent for three years.<a href=\"#_ftn55\" name=\"_ftnref55\">[55]<\/a> Even still, the regulations and restrictions placed on Afghan women are detrimental to their futures.<a href=\"#_ftn56\" name=\"_ftnref56\">[56]<\/a> International human rights organizations should continue to pressure Afghanistan to allow girls to receive proper education. Countries should continue to be a place of refuge for those seeking a better life for their families.<a href=\"#_ftn57\" name=\"_ftnref57\">[57]<\/a><\/p>\n<p>Human Rights Watch urges donor countries and other organizations to continue to donate to Afghanistan to fund quality schools and teachers.<a href=\"#_ftn58\" name=\"_ftnref58\">[58]<\/a> Before the Taliban rose to power in 2021, half of Afghanistan\u2019s government budget came from international donors.<a href=\"#_ftn59\" name=\"_ftnref59\">[59]<\/a> Without the aide of other countries, there is no hope for girls to receive a quality education, as the teachers can only go unpaid for so long.<a href=\"#_ftn60\" name=\"_ftnref60\">[60]<\/a> Countries can support community based education and fund primary education, where girls have not been excluded.<a href=\"#_ftn61\" name=\"_ftnref61\">[61]<\/a> Further, they can monitor the communities their funds impact, ensuring that that their donations are used for its correct purposes.<a href=\"#_ftn62\" name=\"_ftnref62\">[62]<\/a><\/p>\n<p>Organizations, like the Malala Fund, have been founded to support the continuation of education for girls in Afghanistan.<a href=\"#_ftn63\" name=\"_ftnref63\">[63]<\/a> The Malala Fund sponsors local organizations such as Education Champions in Afghanistan to invest in teachers and ensure that girls are receiving a quality education.<a href=\"#_ftn64\" name=\"_ftnref64\">[64]<\/a> The Malala Fund also provides monetary support for families to relocate to remain safe while seeking an education.<a href=\"#_ftn65\" name=\"_ftnref65\">[65]<\/a> Further, the Malala Fund continues to advocate and pressure the Taliban to reopen schools and allow access to education for all.<a href=\"#_ftn66\" name=\"_ftnref66\">[66]<\/a> By spreading awareness and providing support for those in need, hopefully the Taliban will reconsider the bans it has placed on Afghanistan, and its lasting impact on the
