Joe’s article The Democratization of Energy was accepted for publication in the Vanderbilt Journal of Transnational Law. He co-authored a policy paper entitled The Clean Power Plan: Issues to Watch (Center for Progressive Reform, 2015). He also contributed a paper on United States Energy Law & Policy to the International Encyclopedia of Energy Law (2015) (with Lincoln L. Davies).

Joe delivered a presentation on “Clean Power and the Democratization of Energy” at the 4th Conference on the Regulation of Infrastructures, Florence School of Regulation, European University Institute, Florence, Italy, on June 12, 2015.
